Uses Apache mod_perl instead of CGI

This means more efficient handling of requests over the web. The process is always running.
It's possible to cache macro packages leading to two fold increase in speed (and perhaps more to come).
Great improvement in modularity makes it more adaptable and easier to combine with other web applications
Student use is largely unchanged. Instructor tools are incomplete as of today but easier to navigate.
Works interchangeably with WeBWorK 1.9
