Uses Apache mod_perl instead of CGI

This means more efficient handling of requests over the web. The process is always running.
It's possible to cache macro packages leading to two fold increase in speed (and perhaps more to come).
Works interchangeably with WeBWorK 1.9
Student use is largely unchanged. Instructor tools easier to navigate.
Great improvement in modularity makes it more adaptable and easier to combine with other web applications!

We can work with many open source tools, such as dvipng. (automatic previewing)
WeBWorK problems now plug in to ordinary web pages.
We're ready integrate more tightly with other course management systems such as moodle, possibly OKI standards.
